In obedience to your instructions I proceeded on board the Barque "Isabella Blytt" for the purpose of ascertaining whether she is a vessel to convey one Malay and ten Chinese Convicts to Penang, and having carefully examined her, the crew, and equipment of arms, I have no hesitation in saying that she is fit and proper for the purpose, and have written accordingly to Captain Baylis to know whether he is willing to contract for their Conveyance on the terms mentioned to him in your No 52 of this date.
